Root Cause
Non-citizens without a Danish CPR number can get MitID (Denmark's national digital ID) using an 8-digit P-code tied to a foreign passport instead. However, MitID's own help pages and Danish banks (e.g. Danske Bank) state that most self-service solutions, including eBanking and Mobile Bank, currently require a MitID created with a genuine CPR number or civil registration number at 'Substantial' security level - a P-code MitID cannot log into online or mobile banking.
