Root Cause

Standard UPI apps (PhonePe, Google Pay, Paytm) require an Indian bank account linked to an Indian mobile number, so most foreign tourists cannot set them up normally. Since 2023 NPCI allows inbound travelers from select countries to use UPI via a prepaid wallet (UPI One World) issued at airports/partners against passport + visa. Otherwise rely on cards and cash.
