Root Cause
Since a 2024 reform, Finnish retail shops, kiosks, and petrol stations may sell fermented beverages up to 8% ABV and other alcoholic products up to 5.5% ABV under a retail sales licence. Anything stronger - most wine and all spirits - is sold only through the state monopoly Alko or served in licensed restaurants. A further 2026 Alcohol Act reform (stage 1, effective 3 July 2026) let Alko extend opening hours; as of the initial rollout, 35 Alko stores nationwide opened on Sundays and 108 extended Saturday hours, so 'Alko is always closed Sunday' is no longer categorically true even though most stores still are.
