Root Cause
The Great Firewall (GFW) blocks Google services (Search, Gmail, Maps, YouTube, Drive, Workspace), Meta (Facebook, Instagram, WhatsApp), Twitter/X, NYT, BBC News, Wikipedia EN partially, Discord, Slack, and most Western SaaS. VPN use is technically a regulatory grey zone for individuals — only government-approved VPNs are legal under MIIT 2017 notice; unapproved VPNs are routinely used by foreigners and tolerated in practice but periodically crack down on (Beijing 2018, Olympics 2022). Operating an unauthorized VPN service is criminal.
