Root Cause
ANSES requires a CUIL (Codigo Unico de Identificacion Laboral) before any employer can legally register a worker in Argentina and make social-security contributions in their name. A foreigner without an Argentine DNI can request a provisional CUIL for free at any ANSES office, but only when their passport shows a residency status that is explicitly neither tourist nor permanent (temporary/precaria residency, or a consular/international-agreement entry permit) - a plain tourist entry stamp does not qualify. Once the DNI for foreigners is issued, the provisional CUIL must be unified into a permanent one via form PS 1.48.
