JMA warning levels: 注意報 (Advisory), 警報 (Warning), 特別警報 (Emergency Warning, rare, life-threat level). Shinkansen / regular trains suspend at Warning level; flights cancel; evacuation orders issued (Level 4 全員避難, Level 5 緊急安全確保). Tourists ignoring warnings have been killed in floods (2018 West Japan), landslides, and high winds.
